Caroline Visser has 20 years of experience in the road infrastructure sector and is a Senior Advisor to the International Road Federation. In 2014, she founded Global Road Links, through which she worked, among others, as knowledge manager for the Research for Community Access Partnership (ReCAP), a UK aid funded rural transport research program involving stakeholders in 17 low- and middle-income countries in Africa and Asia. Since 2015, she has furthermore been involved in the evaluation of research and investment proposals for the Climate Infrastructure and Environment Executive Agency (CINEA) of the European Union.
She is a former Deputy Director General at the International Road Federation (IRF) in Geneva and has worked in several positions with Rijkswaterstaat, the Netherlands, which is the responsible agency for management of the Dutch motorway network. She also worked for the French Ministry of Transport and Sustainable Development at the Concession Motorway Department.

Caroline’s substantive expertise covers road financing, procurement & contracting, Public-Private Partnerships, road asset management, automated transport and Intelligent Transport Systems (ITS). Her skill set includes program- and project management, transport planning and policy, knowledge management and communications.
